In summary: what changed this week
The Public Tender for the Attorney General's Office of the State of Bahia (PGE BA) took another concrete step: the Government of Bahia signed a contract with Fundação Carlos Chagas (FCC), which will be responsible for organizing the selection process for 135 authorized vacancies. According to a Qconcursos Folha Dirigida news report, published on October 13, 2026, the contract was formalized on Friday, October 9, and published in the State's Official Gazette on Saturday, October 10.
This news is important for two reasons. The first is that the organizing bank has already been defined, which allows candidates to orient their studies according to the FCC's exam style. The second is that the official notice has not yet been released: PGE BA has not disclosed an official schedule, and it is the official notice that sets the participation rules, registration deadlines, and exam dates.
The essential numbers
- Authorized vacancies: 135, across three career paths;
- Support Area: 115 vacancies, with 65 for Prosecution Analyst (higher education level) and 50 for Prosecution Assistant (secondary education level);
- State Prosecutor: 20 vacancies, for a career requiring a Law degree;
- Organizing bank: Fundação Carlos Chagas (FCC);
- Contract: signed through the State of Bahia's Administration Secretariat (Saeb), with an estimated global value of R$ 1,306,000 and a validity of 12 months;

The remaining data in this article are identified as they appear, and the complete list of sources is at the end.
Who this guide is for
This article was written for those considering taking the public tender, for those already studying for public tenders, and for those who simply want to understand how this type of process works. We will rigorously separate what is confirmed fact, what is a past reference, and what is still uncertain, and propose a preparation method that makes sense even before the official notice is released.
Timeline: how the bank's hiring came about
Since 2025, the PGE BA public tender has followed the usual stages of a state competition: political announcement, formal authorization, organizing committee, selection of the bank, and contract. The known milestones, from most recent to oldest, are as follows.
- 10/10/2026: the contract is published in the State's Official Gazette (Qconcursos Folha Dirigida, 10/13/2026, shared document);
- 09/10/2026: signing of the contract with FCC (Contract No. 062/2026), through the State of Bahia's Administration Secretariat (Saeb), with an estimated global value of R$ 1,306,000 and a validity of 12 months (Qconcursos; Gran Cursos);
- 03/09/2026: the Official Gazette publishes the summary of the waiver of bidding to contract the bank. At the time, the organizer's name was not officially confirmed (Qconcursos Folha Dirigida, 03/09/2026);
- Early February 2026: authorization of the public tender by Governor Jerônimo Rodrigues, as part of the staff recomposition. The same authorization included 50 vacancies for EPPGG, totaling 185 vacancies among the announced tenders (Qconcursos, 10/13/2026; Gran Cursos, which indicates February 5 as the disclosure date);
- 11/19/2025: appointment of a new organizing committee (Gran Cursos);
- 10/28/2025: the governor announces the holding of the public tenders (Gran Cursos).
Note: Qconcursos refers to "February" for the authorization, and Gran Cursos indicates the 5th in the text and the 6th in the history. Therefore, the article says "early February."
What this sequence means
The hiring of the bank is, as a rule, the last administrative step before the official notice. However, none of the consulted sources indicate a deadline for the official notice to be released immediately afterward. The contract is valid for 12 months, which, in theory, allows for time flexibility, and PGE BA, according to the October 13 news, has not yet disclosed an official schedule. Those preparing should expect an official notice that could appear in weeks or months.
Vacancies by position and education level
The public tender brings together 135 authorized vacancies across three career paths. Of this total, 115 belong to the Support area (the Prosecution server positions) and 20 are for State Prosecutor.
- Prosecution Analyst (higher education level): 65 vacancies. Requirement indicated so far: higher education in the specialty that the official notice will contemplate;
- Prosecution Assistant (secondary education level): 50 vacancies. Requirement: secondary education;
- Support Area Subtotal: 115 vacancies;
- State Prosecutor (higher education level): 20 vacancies. Requirement: Law degree;
Sources: Qconcursos Folha Dirigida (10/13/2026 and 03/09/2026). Gran Cursos refers to a Law degree for the Prosecutor position.
What is still undefined
The news reminds us that the distribution of vacancies by specialty, if any, and other entry requirements will be detailed in the official notices. This is especially important for the Analyst position: in the previous public tender (2013), the position was divided into three areas of activity, with different educational requirements. It is reasonable to expect a similar division, but it cannot be confirmed before the official notice.
The confusion of numbers: 115, 135, and 185
Three different totals are circulating, and all are correct, for different universes:
- 115: vacancies for Support area servers (Analyst and Assistant);
- 135: the complete PGE BA public tender, adding 20 for Prosecutor;
- 185: the total opportunities authorized by the Government of Bahia in February, adding the 135 from PGE BA with the 50 for Public Policy and Government Management Specialist (EPPGG), which is another public tender.
Remuneration: what the law provides and what only the official notice confirms
Remuneration is the point where the most different numbers circulate. The reason is simple: the basic salary (the base value) and the total remuneration (with bonuses) are not the same thing.
Basic salaries provided by law
- Prosecution Assistant (secondary education level): R$ 1,610.28;
- Prosecution Analyst (higher education level): R$ 2,938.57;
- State Prosecutor: up to R$ 30,000 (Qconcursos) or up to R$ 33,500 (Gran Cursos, citing government data). These are initial values, with variable components.
According to Qconcursos, the server values are in State Law No. 14.963/2025 and correspond to the salaries provided by law, without considering any bonuses that may compose the remuneration. Qconcursos adds that updated values, remuneration composition, and benefits must be confirmed in the new official notices.
Why the difference between basic salary and total can be significant
The 2013 official notice provides a useful illustration. At the time, the Analyst position had a basic salary of R$ 1,710.61, plus a Special Prosecution Support Bonus (GEAP) of R$ 1,881.67. Added together, they totaled R$ 3,592.28, meaning the bonus represented more than half of the total. For the Assistant position, the basic salary was R$ 749.74 and the GEAP was R$ 280.12, totaling R$ 1,029.86.

This does not mean that the 2026 structure will be the same. But it explains why different portals present very different values for the same position: some cite the basic salary, others add bonuses. The prudent rule is this: treat the basic values as the known minimum and wait for the official notice for the total.
State Prosecutor
For the Prosecutor career, Gran Cursos explains that remuneration is composed of several elements provided in State Complementary Law No. 34/2009, including productivity and performance bonuses, exclusive dedication allowance, and attorney fees, which are variable and subject to limits. Therefore, the published values are "up to" a ceiling, and not a fixed value.
The 2013 public tender: the best available reference
The last PGE BA selection for servers was held in 2013, also organized by FCC, and its official notice is public on the Prosecution's website. For those studying before the new official notice, it is the most valuable document available: it shows how the same bank and the same agency structured exams, criteria, and content for the same positions.
Necessary warning: the 2026 official notice may change everything that follows. The 2013 one serves to guide study and expectations, and never to plan deadlines or requirements as if they were certain.
2013 vs. 2026: the scale of the opportunity
- Prosecution Analyst: 20 vacancies in 2013, and 65 foreseen in 2026;
- Prosecution Assistant: 36 vacancies in 2013, and 50 foreseen in 2026;
- Support Area Total: 56 vacancies in 2013, and 115 foreseen in 2026.
The number of Support Area vacancies more than doubles (from 56 to 115). For the Analyst position, the increase is more than threefold.
How the selection was structured in 2013
- Prosecution Analyst (three areas): in the 1st stage, an objective test of 100 multiple-choice questions, with 5 alternatives, in 4 hours, covering general and specific knowledge. In the 2nd stage, a discursive test (3 questions on specific knowledge) and an essay (dissertation);
- Prosecution Assistant: in the 1st stage, an objective test of 60 multiple-choice questions, with 5 alternatives, in 4 hours. In the 2nd stage, an essay (dissertation).
All exams were eliminatory and classificatory, and were administered in Salvador. The provisional schedule of the official notice foresaw the application of the exams on August 4, 2013, about two months after the opening of registrations (June 5 to 28).
Evaluation criteria
- Objective test: corrected by standardized score (mean 50, standard deviation 10), and candidates with 60 points or more were qualified. This means that performance is measured in relation to the group that took the test;
- Discursive and essay (Analyst): only those among the highest-ranked in the objective test, up to ten times the number of vacancies in each area, had their tests evaluated;
- Discursive test: three questions, each from 0 to 100, with a minimum average of 60. It evaluated content mastery, precision of legal language, fluency, coherence, and grammatical correctness;
- Essay: dissertation of 20 to 30 lines, evaluated from 0 to 100 (content, up to 40 points; structure, up to 30; expression, up to 30), with a minimum score of 60;
- Final score: sum of the scores from the stages. In case of a tie, criteria such as age equal to or greater than 60 years, higher number of correct answers in specific knowledge and Portuguese were used.
Other rules from the 2013 official notice worth knowing
- Online registration only, on the FCC website, with a fee of R$ 120.00 (higher education level) and R$ 70.00 (secondary education level);
- Validity of the public tender: two years from homologation, extendable once for the same period;
- 5% reservation of vacancies for people with disabilities;
- Nationality: the official notice required Brazilian or Portuguese nationality (the latter with recognition of the equality status between Brazilians and Portuguese). The 2026 official notice will set its own requirement, and those without Brazilian nationality should confirm it carefully before registering;
- Requirements for taking office: among others, electoral clearance, criminal record certificates for the last five years, and official medical evaluation.

The FCC bank: what to expect from the exam style
Fundação Carlos Chagas (FCC) is, according to Qconcursos Folha Dirigida, a bank with a well-defined profile, and knowing this profile is part of the preparation. What follows comes from the profile published by Qconcursos (updated on May 6, 2026) and the 2013 official notice from PGE BA itself.
